What was the focus of the recent Nevada Lidgerwood Planning Effort?

In 2009-2010 neighborhood residents and businesses completed Phase I of their work to identify important issues and potential solutions for improving Nevada-Lidgerwood Neighborhood livability. As a result of this work, four issues were identified for further study and solution identification. These were investigated by the Nevada Lidgerwood Stakeholder Planning Group in Phase 2 of the neighborhood planning effort. This work was completed in late 2011. Strategies for working on each of these areas were developed by the Stakeholder Group and EWU Urban & Regional Planning Students. The reports for each area are found below.   • Issue 1: Neighborhood Communication

    Discussion: The neighborhood lacks diverse ways to communicate with residents. Limited communication results in apathy, misunderstanding, lack of trust, and disagreement regarding neighborhood needs and proposals. When neighborhood residents lack knowledge about needs and issues they are likely to remain uninformed and unengaged in the neighborhood.
  • Issue 2: Neighborhood identity is fragmented and needs more cohesion.

    Discussion: The identity and character of the neighborhood is negatively impacted by the size (five mile long corridor), age and income stratification (south vs. north), and lack of activity centers and neighborhood activities for citizen engagement.
  • Issue 3: Non Motorized Travel Safety

    Discussion: Pedestrian crossing areas, particularly at non signalized intersections, are perceived to be unsafe. The bike plan on Addison Street provides suitable north-south access through the neighborhood, although intersection crossings could be better marked. Planned east-west bike facilities (marked/shared roadways on Rowan and Empire Avenues) have not been implemented yet. More education regarding appropriate travel behavior is needed for both bicyclists and motorists. More suitable xings and paths for pedestrian travel need to be assessed.

  • Issue 4: Traffic patterns, volume, and speed

    Discussion: Increased traffic volumes and speed along arterials and collectors impact residential character and restrict safe and efficient pedestrian access. School age children and senior citizens are particularly impacted by these traffic patterns. Completion of the North Spokane Corridor and its interchanges may further increase traffic volumes on east-west arterials. Much of that volume is “through” traffic not associated with the neighborhood.

Who managed and developed the Nevada Lidgerwood planning effort?

An advisory council, known as the Neighborhood Stakeholder Planning Group, was formed to assist with data collection, assessment, plan compilation, strategy development, and implementation. The stakeholder group consisted of representatives from residents, businesses, schools, non-profit organizations, service providers, fraternal groups, developers, and government agencies. This group was assisted by a university team of faculty and students and City planners.

How Can You Get Involved?

Although this planning effort is completed, opportunities for participation within the neighborhood are ongoing. The Nevada Lidgerwood Neighborhood Council welcomes all. Neighborhood residents and business owners are encouraged to come to the monthly general meeting for the Nevada Lidgerwood Neighborhood Council. They are held the second Wednesday of the month at 7:00 pm at Nevada-Lidgerwood Neighborhood Council Meeting Room and C.O.P.S, at the corner of Wellesley and Addison, parking is provided.
