The timeline for the City Council to discuss, hear public testimony, and deliberate before adopting the Garland Neighborhood Center Land Use Plan Map and Zoning Map Proposal is as follows:

PLAN COMMISSION PUBLIC HEARING

Plan Commission deliberations and decision concluded on November 6, 2007.  The Plan Commission chose to amend the Planning Team's Proposal in one way.  The change is based on public comment and is in line with the land use decision criteria the North Monroe Planning Team used to develop it's proposal.  The image on the left below is the original proposal and does not include any change to the specific parcel located at 914 W Carlisle Avenue. The Plan Commission amendment is shown on the right, the amendment adds the proposed change to 914 W Carlisle from a Land Use Designation of Residential 4-10 to CC Core and the Zoning Category from RSF (Residential Single Family) to CC2-DC (Center & Corridor Type Two Auto Accomodating).

OPEN HOUSE

The North Monroe Business Association will host an Open House on October 9, 2007 at the Corbin Community Center located at 827 W. Cleveland Avenue for the North Monroe Corridor Land Use Plan Map and Zoning Map Proposals for the North Section of the Corridor.  The North Section includes Carlisle Street to the South and Cora Street to the North, Lincoln Street to the East and Madison Street to the West.

PLAN COMMISSION PUBLIC HEARING

The Plan Commission will conduct a Public Hearing on October 10, 2007 at City Hall in the Council Chambers at 808 W Spokane Falls Blvd to hear public testimony on the North Section of the North Monroe Corridor Land Use Plan Map (203 KB) and Zoning Map (197 KB) amendment proposals.  The City of Spokane submitted a SEPA Checklist (2,020 KB) and issued a Determination of Non-Significance (2,020 KB) for the proposed changes on September 26, 2007.

BACKGROUND

The North Monroe Business Association (No Mo), the Emerson/Garfield, West Central, and Riverside Neighborhood Councils, and the Downtown Spokane Partnership have agreed to work with the City of Spokane in a very fast paced planning process for the North Monroe Corridor.

This process is intended to fit the right amount of zoning and land use in the North Monroe Corridor AND put it in the right location.  Due to the fast paced timeline for this process, Seven meetings have been scheduled to complete the neighborhood input part of the public participation process.  After a proposal is developed and presented to the neighborhoods (through an Open House, Neighborhood Council meetings, or other venues) the proposal will be presented to the Plan Commission.  The Plan Commission may make their own changes to the proposal before they send their "Recommendation" to City Council for final approval.

The North Monroe Corridor Planning Team meets on the 1st and 3rd Tuesday of the month at the Corbin Senior Activity Center located at 827 W. Cleveland.  Meetings begin at 5:45pm and end at 7:30pm sharp.  The public is welcome and encouraged to attend these meetings.  Feel free to come late, someone will get you up to speed.
