Mobile Food Vendor Project

Mobile Food Vendor

The overall goal of the project is to revisit the City’s rules governing mobile food vendors to create an easier, more predictable system for such entrepreneurs. The proposed revisions affect both licensing requirements and land use regulations of SMC Title 10, Division II – Regulation of Activities, License Code and SMC Title 17C., the Land Use Standards of the Unified Development Code, respectively.

West Plains Subarea Planning
Second Public Workshop

May 17, 2013

At the workshop, there were two activities. The first, showcased the proposed draft arterial network (shown here below) and attendees were asked to offer changes or suggestions by selecting different road types for a future arterial network in the West Plains.

The second activity asked attendees to review the existing planned bicycle network in the West Plains from SRTC, City of Spokane, City of Airway Heights, and City of Cheney, and provide feedback on any missing connections.

Description of Project Avista plans to make improvements to Huntington Park that will accommodate visitor use that has changed since the park was initially developed. These improvements consist of sidewalks, which are designed to separate pedestrian traffic from the service road, signage, planters, benches and small grassy areas. One small overlook will be developed to allow the public a safe place to enjoy views of the Upper Falls. The primary linkage is through the current City Hall parking lot from Post Street and Riverfront Park. This will be re-designed by terracing down to an overlook that leads to a new sidewalk to Huntington Park. The terraces will accommodate sitting areas with landscaping and grass where feasible. The design goal for this section is to create a plaza type atmosphere that connects the Riverfront and Huntington Parks and that can be used for passive recreational opportunities.

Business District Revitalization Management/Implementation

The City of Spokane, through its Planning and Development Services Department is initiating this Informal Request for Proposals (IRFP) to solicit Proposals from firms interested in providing Business District Management and Implementations Services. The purpose of this request is to hire a consultant or agency to provide solid business district management services and/or to implement specific district plan components or action strategies in one to three commercial centers.

We spoke about the existing conditions in the West Plains, the purpose and scope of the project and showcased the inventory of industrial land we completed.

Revised Decision - Convention Center Expansion

Description of Project Type II - Shoreline Substantial Development Permit

The project is the completion of the Spokane Convention Center exhibit hall as approved by Spokane County voters in April 2012. The project would expand the existing Spokane Convention Center to the north (adding 90,000 square feet of meeting, exhibit and ancillary space), relocate a sewer line within the site (out of the footprint of the future building), and reconfigure the landscape between the addition and the south edge of the Centennial Trail (includes former Shenanigans’ property). Associated projects include the improvement of the Centennial Trail, improvement of south bank of the Spokane River north of the Centennial Trail, and the possible development of a canoe/kayak take-out beneath the Division Street Bridge. The project will follow the guidelines and concepts developed during the 2010 Spokane Convention Center Completion Study.
Revised Decision The City of Spokane Planning and Development Department has issued a revised Decision based on the Request for Reconsideration filed with the City on April 11, 2013.

Description of Project This proposal requires a Type III Conditional Use Permit to expand a Utility Use in the Residential Single Family zone (SMC 17C.110.110).

The City of Spokane Wastewater Department is proposing to construct an underground CSO (Combined Sewer Overflow) storage tank with the dimensions of 60 feet width by 350 feet length by 20 feet height. The tank volume is 1,030,000 gallons. The estimated amount of cut is 20,623 cubic yards with 17,568 cubic yards of fill. The proposed project will require clearing of approximately 1.75 acres which includes the removal of approximately 100 trees and the closure and removal of a private access road. The site will be replanted and landscaped after installation of the tank. A landscape plan with re-vegetation plans dated 2/15/2013 is available for review below. Plans are also available for review in person at Spokane City Hall, 3rd floor, Planning & Development Services, during regular business hours.

2012-2013 Comprehensive Plan Amendment Applications

December 6, 2012

The City of Spokane accepted applications for this annual Comprehensive Plan Amendment Cycle up until October 31, 2012, per SMC 17G.020.010. Applications for the next amendment cycle are due on October 31, 2013.

Four applications have been submitted and certified counter complete and will be considered concurrently during the upcoming amendment cycle. These applications are currently undergoing review by interested agencies and interested city departments. Following this period, a 60-day public comment period will occur. During the public comment period, workshops will be held with the City of Spokane Plan Commission. Following this period, the Plan Commission will hold a Public Hearing in which public testimony will be heard. The City Council will then hold a Public Hearing and act on these applications for amendment to the City’s Comprehensive Plan.
