Office Use Decision Criteria

postcards have invited almost 850 property owners in the City of Spokane to
attend a Plan Commission public hearing to get input on proposed changes to
the Spokane Municipal Code (SMC). Public Testimony will be heard on
proposed amendments to the Decision Criteria that allow, with a Conditional
Use Permit, office uses along principal arterials in the Residential
Multifamily (RMF) and Residential High Density (RHD) zones. The public
hearing will begin at 1:30 PM and will be at City Hall in the Council
Chambers.

designations (some just recently adopted) and how they correspond to the City's
land use plan map designations.

Shoreline Master Program Updates
January
will mark the beginning of an ambitious schedule for discussions with the Plan
Commission, City Council, and the SMP policy committee.
Planning Services sent a letter in late December to the
Department of Ecology requesting an additional year and more funding to complete
the SMP. Doug Pineo (from Ecology) is very supportive and will do what he can
within the Department of Ecology to help. Susan Ashe, Director of Legislative
and Public Affairs for the City, will be working with our lobbyist in Olympia to
make our request known to our legislators.
Our first policy committee meeting is on January 17; a Planner’s
Forum will be held in Moses Lake, also on the 17th – SMP staff will
report to other Eastern Washington jurisdictions on how we are progressing with
our update; we will meet with the City Council at their Study Session on
January18 to discuss the inventory and analysis information; we will update the
Plan Commission on January 24; and our second policy committee meeting is on
January 31. The SMP staff is busy developing preliminary policies for the
meeting on the 31. Additional information is available on the

relating to minimum lot size standards in the Unified Development Code;
amending SMC 17C.110.200
(133 KB). On May 8, 2006
the City Council passed the Residential Land Use Code. Before the code became
effective it was amended by emergency ordinance to prescribe a minimum lot size
of 7,200 square feet for any development including subdivision or PUD on
property within the Five Mile Prairie, North Indian Trail, Grandview/Thorpe,
Latah/Hangman Valley, and Southgate neighborhood council boundaries. The
emergency ordinance is set to expire on June 30, 2007. The proposed ordinance
restores the minimum lot size in the RSF zone of 4,350 square feet as originally
proposed by the Plan Commission. Any person may submit written comments to: The

City of Spokane Critical Areas Ordinance Update Underway
The Growth Management
Act requires the periodic review and update of five ordinances
protecting critical areas.
Critical Area Ordinances (CAO)
are essential to preserving the
natural environment and protecting the public’s health and safety.
Critical area protection provides several benefits including clear
drinking water, wildlife habitat and managed flood risks, and
reduces exposure to the risks such as landslides. There are five
critical areas identified in the Growth Management Act. They are:
geologically hazardous, frequently flooded, aquifer recharge, fish
and wildlife habitat conservation, and wetland areas.

Community Open

p.m. West Central Community Center, Newton Lounge
This Community Open House is an
opportunity to get information about the proposed Wetland Protection, Aquifer
Protection, Floodplain Management, Geologically Hazardous Areas, and Fish and
Wildlife Habitat Conservation Areas. Their collective purpose is to protect the
functions and values of ecological systems, public health and safety, and public
and private property.
The Plan Commission conducted a
preliminary review of the five Critical Areas ordinance drafts over the summer.
Citizen review groups made up of technical experts, citizens, city staff,
agencies, and development representatives are also reviewing the ordinances.

The Spokane City Plan Commission
will hold a public hearing to receive public testimony on proposed amendments to
the City’s Critical Areas Ordinances. City staff will be available at the City
Council Chambers on the day of the hearing between 5:00 and 6:00 PM to answer
questions regarding the proposed amendments to the Critical Areas Ordinances.
Amendments to these five
Critical Area ordinances will be considered at the hearing: Aquifer Protection,
Fish and Wildlife Habitat Conservation, Floodplain Management, Geologically

Collaborative Planning: Spokane County and the cities
of Spokane, Spokane Valley, Liberty Lake, and Airway Heights have been working
toward the development of interlocal agreements for joint planning of the
metropolitan Urban Growth Area. This report provides an overview of development
standards and suggests alternatives for the jurisdictions to consider in
improving project review in their respective Urban Growth Areas.
Critical Areas Draft Ordinances
The Spokane
City Plan Commission will hold deliberations on the Critical Area Update on
November 6, 2007. The meeting is open to the public; however, no oral testimony
will be taken. Written comments will be accepted for the record until 12:00 p.m.
