Collaborative Planning: Spokane County and the cities of Spokane, Spokane Valley, Liberty Lake, and Airway Heights have been working toward the development of interlocal agreements for joint planning of the metropolitan Urban Growth Area. This report provides an overview of development standards and suggests alternatives for the jurisdictions to consider in improving project review in their respective Urban Growth Areas.

Critical Areas Draft Ordinances

The Spokane City Plan Commission will hold deliberations on the Critical Area Update on November 6, 2007. The meeting is open to the public; however, no oral testimony will be taken. Written comments will be accepted for the record until 12:00 p.m. November 6. A public hearing with oral testimony was held October 24, 2007 and is now closed. Written comments may be sent to: Critical Areas Update, Planning Services, 808 W Spokane Falls Blvd, Spokane WA 99201.

Plan Commission will deliberate on proposed amendments to these five Critical Area ordinances: Aquifer Protection, Fish and Wildlife Habitat Conservation, Floodplain Management, Geologically Hazardous, and Wetland Protection Areas. Critical Areas Draft Ordinances

Plan Commission Public Hearing

October 24, 2007

The Spokane City Plan Commission will hold a public hearing to receive public testimony on proposed amendments to the City’s Critical Areas Ordinances. City staff will be available at the City Council Chambers on the day of the hearing between 5:00 and 6:00 PM to answer questions regarding the proposed amendments to the Critical Areas Ordinances.

Amendments to these five Critical Area ordinances will be considered at the hearing: Aquifer Protection, Fish and Wildlife Habitat Conservation, Floodplain Management, Geologically Hazardous, and Wetland Protection Areas. These regulations are effective citywide and may affect property in various locations, dependent on the Critical Area identified. Critical Areas Draft Ordinances

Community Open House October 11, 2007 6:00 – 8:00 p.m. West Central Community Center, Newton Lounge

 

This Community Open House is an opportunity to get information about the proposed Wetland Protection, Aquifer Protection, Floodplain Management, Geologically Hazardous Areas, and Fish and Wildlife Habitat Conservation Areas. Their collective purpose is to protect the functions and values of ecological systems, public health and safety, and public and private property.

The Plan Commission conducted a preliminary review of the five Critical Areas ordinance drafts over the summer. Citizen review groups made up of technical experts, citizens, city staff, agencies, and development representatives are also reviewing the ordinances. Read working drafts, summaries of changes, and view maps.  You may email questions to criticalareas@spokanecity.org, or contact Melissa Eadie, Project Lead for the Critical Areas Update at: meadie@spokanecity.org, 625.6069.

City of Spokane Critical Areas Ordinance Update Underway  The Growth Management Act requires the periodic review and update of five ordinances protecting critical areas. Critical Area Ordinances (CAO) are essential to preserving the natural environment and protecting the public’s health and safety. Critical area protection provides several benefits including clear drinking water, wildlife habitat and managed flood risks, and reduces exposure to the risks such as landslides. There are five critical areas identified in the Growth Management Act. They are:  geologically hazardous, frequently flooded, aquifer recharge, fish and wildlife habitat conservation, and wetland areas.

Shoreline Master Program Updates

January will mark the beginning of an ambitious schedule for discussions with the Plan Commission, City Council, and the SMP policy committee.  Planning Services sent a letter in late December to the Department of Ecology requesting an additional year and more funding to complete the SMP.  Doug Pineo (from Ecology) is very supportive and will do what he can within the Department of Ecology to help. Susan Ashe, Director of Legislative and Public Affairs for the City, will be working with our lobbyist in Olympia to make our request known to our legislators. 

Our first policy committee meeting is on January 17; a Planner’s Forum will be held in Moses Lake, also on the 17th – SMP staff will report to other Eastern Washington jurisdictions on how we are progressing with our update; we will meet with the City Council at their Study Session on January18 to discuss the inventory and analysis information; we will update the Plan Commission on January 24; and our second policy committee meeting is on January 31.  The SMP staff is busy developing preliminary policies for the meeting on the 31.  Additional information is available on the SMP Page.

City Council approves new Sub-Area Planner!

The new position is intended to work with and plan for the Centers/Corridors designated in the Comp Plan and other sub-areas that need land use and zoning planning work completed.  This new position has been filled by Marla French who will be charged with planning for 4-6 centers/corridors and sub-areas throughout 2007.  Of the 19 Centers/Corridors within City Limits, 10 have been planned for and of the remaining 4 appear ready to engage in this process.  The Garland Neighborhood Center and the North Monroe Corridor are the first two Center/Corridor candidates to take this process in hand and race towards the finish line of July 2007.  Thereafter the Lincoln Heights District Center and the Indian Trail and Barns Road Neighborhood Center will hit center stage.

Kendall Yards Approved by Hearing Examiner!  The Kendall Yards Preliminary Plat/PUD was approved by Greg Smith on September 21, 2006.  Greg denied the SEPA appeal and he accepted most of the recommendations (43 recommended conditions of approval) made to him in our Planning Services staff report on the application.  Leroy Eadie got the application to hearing in just over six months, with a denial of a SEPA appeal and decision on the Plat/PUD in just over eight months.  Use the link to view the project and associated documents.

The Bee Keeping provisions were passed by a vote of  7 to 1 by the City Plan Commission on November 8th at a public hearing.  The draft with the recommendations by the PC will be forwarded to the City Council for their own public review.”

 

Plan Commission completed deliberations on the East Central Land Use and Zoning Proposal on November 8, 2006. The Plan Commission voted to recommend and forward the proposal to City Council, with amendments. The proposal will be presented to the Council at the Monday, November 13 briefing session. The final proposal with amended documents and maps will be available the week of November 13, 2006.

Plan Commission held a public hearing on the East Central Neighborhood Land Use and Zoning Proposal on October 25. Public testimony, both written and spoken, was taken. Many neighborhood residents and business owners were present to speak to the Plan Commission about the proposal. The Plan Commission will continue its deliberations at the November 8 meeting from 2:20-4:00 p.m. Public testimony is now closed; no further testimony will be taken. Vacancies on City Plan Commission/Opportunity to Help Shape Spokane’s Future

There are currently two vacancies on the City Plan Commission.  The City of Spokane invites you to consider applying for a position on this vital 10-member, volunteer board of citizens.  The City Plan Commission develops recommendations on planning-related issues that affect Spokane.  It conducts workshops and public hearings on planning topics such as proposed changes to the City’s Comprehensive Plan, land use and zoning recommendations for proposed annexations and other areas, and new development regulations. 

The Commission meets on the second and fourth Wednesday of each month.  Their meetings usually start at 12 noon and last 3-5 hours.  Occasionally, the Commission also meets in the evenings.  Members are proposed by the Mayor and confirmed by the City Council.  Terms are for five years. 

October 2006

Plan Commission held a public hearing on the East Central Neighborhood Land Use and Zoning Proposal on October 25. Public testimony, both written and spoken, was taken. Many neighborhood residents and business owners were present to speak to the Plan Commission about the proposal. The Plan Commission will continue its deliberations at the November 8 meeting from 2:20-4:00 p.m. Public testimony is now closed; no further testimony will be taken. However, the meeting is open to the public. This time can change; please check back here to confirm the time or call 625-6060. By clicking on the link you can view the proposal and maps. The Current Planning Section is offering a new service and feature called "Planning Application Summary Sheets" ( PASS).  These are one-page summary sheets of all land use applications the department is currently processing.  Each summary provides provides staff contact information, should you wish to comment on an application.

New residential standards and zoning adopted for the City!  On May 8 the Spokane City Council unanimously approved new residential standards, zoning, and PUD regulations.  See the attached press release for more information.  These new ordinances will become effective 30 days after the Mayor signs them.

The final version of the new zoning regulations and map will be available upon the effective date through the City of Spokane website at www.spokanecity.org  They are currently available on the Planning Services Departments website (www.spokaneplanning.org) as proposed by the City Plan Commission (which do not contain the modifications made by the City Council).

Neighborhood planning?  The Planning Services Dept.'s neighborhood planning program was discontinued in mid-2004 due to budget constraints.  In 2005 the department's Long Range Planning Section supported four centers and corridors (as opposed to neighborhood-wide) planning initiatives.  In 2006 it is focusing on the mandated 2006 Comprehensive Plan update.  The attached documents summarize some of the issues related to Community Development neighborhoods (those that receive Community Development funds from the federal government) using their Community Development funds to support neighborhood planning efforts.  Memo to Council - April 24, 2006 (15KB) ; Neighborhood Planning Document, April 24, 2006 (94KB).

Logan Neighborhood Centers hearing April 12th, 2006.  The Plan Commission is scheduled to complete deliberations on the Logan Subarea Centers Proposal from 1:30-2:00 p.m. No public testimony will be taken at this time. 44th & Regal, N.E. Corner. The City of Spokane has received a short plat application for the northeast corner of 44th Avenue and Regal Street. A short plat has to do with how property is subdivided into lots and is not related to how property is developed. The  Short Plat Procedure Sheet describes this process.  While there has been much discussion in the media about a potential WalMart on this site, the City has not received any application specific to the development of a WalMart structure for this site but City Staff understands that this is the desired end result. The City is issuing a Request for Qualifications/Proposals (RFQ/P) on February 8, 2006 for consultant services for this project.  The majority of the consultant work will be focused on inventory and analysis of conditions of shorelines of state significance, development of a restoration plan, and assisting staff in developing shoreline designations, goals, and policies.  The RFQ/P submittal deadline is Monday, February 27, 2006 at 1:30 p.m. To request a RFQ/P, contact:  City of Spokane Purchasing Department, 4th Floor, City Hall, 808 West Spokane Falls Boulevard, Spokane, WA 99201-3329, (509) 625-6400, or email Connie Wahl at cwahl@spokanecity.org.
