City Council Public Testimony for the June 23, 2008 Comprehensive Plan Amendments will be limited to receiving the results of the Charrette Compromise meeting of Wednesday June 18, 2008 between the neighborhood and the applicants.

Draft Alternative Ordinance:

At least one City Council member has requested the City Attorney to draft alternative ordinance language that will support approval of the three Southgate Comprehensive Plan Amendments (Z2005-113 & 114-LU and Z2006-83-LU).  The language of the three ordinances is as follows:

The Spokane City Council will hold a public hearing on Monday, June 9, 2008 during the regular Legislative Session beginning at 6:00 p.m. in the City Council Chambers, Lower Level of City Hall, 808 West Spokane Falls Blvd., to receive public testimony on nine proposed amendments to the City’s Comprehensive Plan. The following proposed amendments will be considered at the hearing: 

2005 Amendment Cycle

Z2005-113-LU; a Land Use Amendment, located at 4803 & 4915 South Regal on contiguous parcel numbers 34032.0004 and 34032.9106. Change of land use plan map designation from “Residential 4-10” & “15-30” to “CC Core”, and zoning map designation from “RSF” (Residential Single Family) and “RMF” (Residential Multi Family) to “CC2-DC”.  

A SEPA Mitigated Determination of Nonsignificance was issued for on August 16, 2007, pursuant to WAC 197-11-340 and Section 17E.050 of the Spokane Municipal Code.

Upon 6-1 Roll Call Vote (Council Member Rush voting "no"), the Spokane City Council passed Option 2 of Final Reading Ordinance C34256, as amended.

A SEPA Determination of Nonsignificance was issued for on October 25, 2007, pursuant to WAC 197-11-340 and Section 17E.050 of the Spokane Municipal Code.

Upon 1-5 Roll Call Vote (Council Member French voting "aye," Council President Shogan and Council Members Allen, Apple, McLaughlin, and Rush voting "no," and Council Member Corker abstaining), the Spokane City Council rejected Final Reading Ordinance C34260

Z2007-073-LU Cloninger

The proposed amendment is to the Land Use Map of the City’s Comprehensive Plan for a change from “Residential 4 –10” to “Residential 15-30” for five parcels being approximately 2.29 acres located at 3400 S. Southeast Blvd. If approved, the implementing zoning designation requested is RMF (Residential Multi-Family).

A SEPA Determination of Nonsignificance was issued for on March 21, 2008, pursuant to WAC 197-11-340(2) and Section 17E.050 of the Spokane Municipal Code.

Upon 0-7 Roll Call Vote (with all Council Members voting "no"), the Spokane City Council rejected Final Reading Ordinance C34263

Additional Information

Z2007-075-LU GRR Family LLC, et al.

The proposed amendment is to the Land Use Map of the City’s Comprehensive Plan for a change from “Residential 4 –10” to “Office” for two parcel being approximately 14,000 s.f. located at the Maple – Ash – Francis couplet. If approved, the implementing zoning designation requested is Office -35.

A SEPA Determination of Nonsignificance was issued for on March 21, 2008, pursuant to WAC 197-11-340(2) and Section 17E.050 of the Spokane Municipal Code.
