Pilot Centers & Corridors

In November 2001, The Plan Commission selected four centers and corridors as pilot projects.  The four pilots are West Broadway and South Perry Neighborhood Centers, Holy Family Employment Center, and the Hillyard Business Corridor.  During 2002, stakeholder teams created visions and strategy plans for each area.  The four pilots are now implementing projects identified in their plans, based on priorities established in the planning process.

Lead Planners

The Lead Planners for each of the Pilot Centers are designated as follows:

Land Use/Zoning Change Presentation

Through the Pilot Center and Corridor planning process came a list of projects the neighborhood wanted to see realized.  They were condensed and prioritized in order to become a reality sooner rather than later.  One of the projects listed in all four Pilot Center and Corridor areas were land use and zoning changes that would facilitate the changes that were envisioned.  These changes were adopted by City Council on June 9, 2003.  A presentation that covers the extent of the changes for each area is provided below.

Pilots Next Steps

This pilot process is what was used to develop the very cool and very useful Neighborhood Planning Guidebook.  The Guidebook has been accepted by the City Council as the Official Guide to Neighborhood Planning and each pilot center and corridor has a list of projects-developed through the planning process- that await implementation.  These two actions closed the chapter on the pilot process, but the book is not yet complete. 

 

Pilot centers and corridors will continue to be a top priority for Neighborhood Planning.  The focus in the next span of time will be on implementation.  Each project developed through the neighborhood planning process will be designed and programmed to make those things happen.

 

Two of the original pilot center and corridor neighborhoods have opted into the Neighborhood Planning process by submitting a Letter of Intent.  Both Hillyard and West Central will have two processes happening simultaneously during this new planning phase.  The projects that were identified and prioritized in the pilot process will be designed, and programmed by the Urban Design staff while the Neighborhood Planning staff will help bring the the newly initiated neighborhood planning process full circle to adoption.
