Logan Sub-area Centers Update

Adopted Centers and Corridors Land Use and Zoning Changes

The City Council took testimony at a public hearing held June 5, 2006 for the Logan Sub-area land use and zoning changes. With one exception, the Council adopted the changes as to the Comprehensive Plan and Official Zoning Map. Council amended the proposal to leave out proposed changes in the area south of Trent to the Spokane River. This area is commonly referred to as the "peninsula". These changes will become effective on June 14, 2006, at the same time as the new Residential Regulations.  City Council decided to take the area south of Trent out of the proposed changes and send it back for discussion to the Plan Commission. The area is immediately adjacent to the Logan Neighborhood, within the East Central Neighborhood Council boundaries, and part of the University District Strategy Plan. The Council has directed the Plan Commission to review the alternatives expeditiously.

The Plan Commission will consider several alternatives: Council proposal to designate zoning in the area as an Employment Center, the East Central Neighborhood proposal to retain General Commercial 150 zoning, and the Logan proposal for Corridor Type 1 zoning. The Plan Commission will review the information and evaluates proposals for consistency with the City of Spokane Comprehensive Plan. A Plan Commission workshop is scheduled for June 14, 2006. No public testimony is taken at this time; however, the workshop is open to the public.

 The balance of the Logan land use and zoning proposal was adopted. Changes included downzoning throughout the residential areas of the neighborhood from R2-D (a two-family zone, triplexes by special permit) to Residential Single Family. The North Foothills Employment Center was changed to a Type 1 Center, applying higher design standards and guidelines and limiting some uses. The designated Center along Hamilton is now a Corridor, Type 1, which changed allowed heights, applied higher design standards and guidelines, and expanded the Center zoning. The final change along North Foothills consisted of a change from R3-D (multi-family), to Office Retail 35 with residential uses allowed. Please see maps for details.

The City Council adopted land use and zoning changes for the Logan Sub-area Centers Plan on June 5, 2006. These changes will become effective on June 14, 2006. The Logan Sub-area land use and zoning proposal is now scheduled for City Council hearing on June 5, 2006. The hearing will be held in the City Council Chambers, 808 W Spokane Falls Blvd, beginning at 6:30 p.m. Legal notice was published in the Spokesman-Review on Monday, May 22, 2006.

This proposal incorporated discussion and changes based on provisions in the new residential regulations. These regulations and map changes will take effect on June 14, 2006.

The Plan Commission completed deliberations on the Logan Land Use and Zoning proposal and is forwarding it to the City Council as presented with a recommendation for approval. This proposal incorporated discussion and changes based on provisions in the new residential regulations. These regulations and map changes have not yet been approved by City Council. This hearing will be scheduled to follow closely on that adoption. As soon as a date is available it will be posted here and legal notice provided in the newspaper.

Please check back for future updates, including the City Council hearing date. This will be another opportunity for public testimony on the proposed changes. Plan Commission Hearing January 25, 2006

The Plan Commission held a public hearing for the Logan Sub-area Centers Plan on January 25, 2006. Public testimony was taken. The hearing has been continued to February 8, 2006, 1:30 to 2:30 p.m., in the City Council Chambers, 808 W Spokane Falls Blvd. No public testimony will be taken on February 8. Written testimony postmarked by February 4, 2006 will be accepted.

The Logan Neighborhood Organization (LNO) provided a letter commenting on the proposed changes to the Plan Commission. Several members of the Logan Neighborhood Organization participated on the planning stakeholder committee. In addition, the stakeholder team and Melissa Wittstruck, City Planner, attended two LNO meetings to get input and discuss the proposal. The Plan Commission has record of comments made at two Open Houses held in the Logan Neighborhood, as well as phone comments and written submissions.

Logan Center Planning Update PUBLIC HEARING

Logan Sub-area Centers Process Summary  

The City of Spokane Comprehensive Plan provided for a center and corridor pilot planning process. The purpose of the pilot process was to successfully plan for one or more centers and help determine an effective process for planning other centers and corridors (Chapter 8, Neighborhoods, N8.2 G). Four pilots were completed by June 2003.The Neighborhood Planning Guidebook included the center and corridor planning process. However, in 2004 and 2005, there were budget cuts to the Neighborhood Planning Program that limited center planning processes to land use and zoning changes that would implement Comprehensive Plan policies. Logan Sub-area Center Plans follow the Grand District Center and Maxwell and Elm Employment Center under this model.

The Logan Neighborhood Organization (LNO) formed a subcommittee of stakeholders to update the Logan Neighborhood Design Plan. This effort was in response to the City's discontinuance of the Neighborhood-wide Planning program in late 2004. This group began meeting with Planning Services staff in May 2005 to focus on two proposed centers (Comprehensive Plan) located in Logan Neighborhood. This team met twice monthly from June to December 2005 to study land use, zoning, transportation, design, housing, and revitalization issues. This study led to the development of a vision statement and defined areas for proposed land use and zoning changes to implement and support the Hamilton Corridor and North Foothills Employment Center.

A land use and zoning proposal was developed with the intent of addressing as many of the identified issues as possible given limited resources. This planning process took advantage of the parallel development of the new commercial, office, industrial, and updated center and corridor regulations, as well as the current draft residential regulations.

City staff and the stakeholder team provided information and updates to the broader community through neighborhood newsletters, the City and neighborhood web page, local media, and presentations to the LNO. In addition, opportunities for broader neighborhood questions and comment took place at open house meetings.

The Sub-area Land Use and Zoning Plan contains the vision statement, comprehensive plan land use and  zoning proposal, and comprehensive plan land use and zoning maps. The document also contains a State Environmental Policy Act (SEPA) checklist and a Determination of Nonsignificance (DNS) for the Plan. Finally, a record of public participation in the development of the Sub-Area Land Use and Zoning Plan is included.

Logan Neighborhood

The Hamilton Street Corridor will be the center for commerce on the East side of the neighborhood, as Division Street is on the West.  Higher density housing choices will be located near the Hamilton Street Corridor and single family residential housing will be preserved throughout the remainder of the neighborhood.  New development will be consistent with the historical and community characteristics of the neighborhood.  Pedestrian traffic will be encouraged while other modes of transportation will be adequately accommodated. 

 Social and entertainment activities will draw on the universities as one of the valuable community resources of the Logan neighborhood, utilizing them as well as all other aspects of neighborhood planning to not only increase appreciation of diversity but to bring diverse peoples together to learn from and about each other. The corridor will be developed into a more inviting, community friendly and pedestrian safe environment, welcoming residents, employees and employers from the greater Spokane Metropolitan Area to enjoy and enhance the neighborhood with their presence. 

The Logan Neighborhood has a rich diversity of needs and priorities.  It prioritizes preservation of its single-family residential stock, sidewalks, parks, trees, and green spaces.  We are proud of our historic nature and architecture and would like future development to preserve Logan’s Americana feel and historic character.  At the same time, the Logan Neighborhood wants to encourage increased density in its Centers and Corridor, including new commercial development, revitalization of its existing businesses and multi-family housing. 

 Protection of Logan’s environmental quality will emphasize pedestrian and bicycle friendly development, mitigation of traffic and parking issues, reduction of noise pollution, protection of the Spokane Aquifer and Spokane River, accessibility, and increased transit options.  As well, participants in the planning process have expressed the desire to reduce the aesthetic pollution caused by poorly controlled signage, the release of industrial exhaust that is subjectively offensive, and the preservation of the historic homes both inside the Mission Historic District and throughout the Logan Neighborhood.  Safety and security are two of the general principles underpinning this planning project but perhaps the most important principle is that of community.

Logan Neighborhood

Proposed Centers and Corridors Land Use and Zoning Changes  The Logan Open House had a great turnout! About 50 Logan residents, business, and property owners were crowded into the Fireplace Room at Fourth Memorial Church on September 15. Participants had an opportunity to ask questions and provide valuable input on the proposed land use and zoning changes for the Mission & Hamilton Neighborhood Center and the North Foothills Employment Center.  

Centers and Corridors designated by the City of Spokane's Comprehensive Plan are a fundamental strategy for Spokane's physical, economic, and social growth. This strategy directs growth to specific areas that encourage mixed use development within the City. These areas are intended to: 

¹      bring employment, shopping, and residential activities into shared locations,

¹      encourage economic activity through new development and revitalization, and

¹      make Spokane a dynamic and healthy urban center.

At the Logan Open House, Logan residents learned that there are two different processes underway in Logan: both will result in land use and zoning changes. The Centers planning process is discussed on this page. The other process is "Rezoning According to Comprehensive Plan" or "RAP". RAP will occur throughout the City when the draft residential regulations are approved and adopted. Check the legend symbols on the Logan Centers maps to identify the change areas associated with RAP.  

There will be a Plan Commission workshop September 28 on the Logan Center Plan proposals. The workshop is an opportunity for the Plan Commission to begin to familiarize themselves with existing development in Logan, the neighborhood's desired growth and development pattern for the future, and the nature of the proposed changes. The workshop is open to the public, however, no public testimony is taken - it is an opportunity for the Plan Commission to gain information and ask questions about the process and proposals. Further down the road the Plan Commission's role will be to evaluate the Logan Centers proposal for consistency with the City's Comprehensive Plan and to formulate a recommendation to the City Council.

There are two sets of maps to view for the proposed land use and zoning changes, Proposal 1 and Alternative 2. These are the maps used at the September 15 Open House. Note that Alternative 2 slightly expands the current boundaries of Centers and Corridors zoning along Hamilton. For your convenience, an 81/2x11 black and white version of the maps is included for easier download and printing. A text summary of the proposed changes will be available soon. 

The stakeholder team will continue to meet the second and fourth Mondays of the month. On September 26, the team will review the current proposals in light of the public comment received. Based on neighborhood feedback, there could be changes to the proposals. If so, a second Open House in the Logan neighborhood may be scheduled in October. In addition, this webpage will continue to be updated.

The Logan Stakeholders began working with city staff on an intense planning process for two designated Centers in June 2005. Under Spokane's Comprehensive Plan, Centers are intended to be the focus of growth, mixed-use development, and public investment. By late summer, the stakeholder group had developed a draft vision statement and proposed land use and zoning changes for the Hamilton & Mission Neighborhood Center and the North Foothills Employment Center. These proposals are based on the adopted goals and policies of the Comprehensive Plan and input from the 2004 Logan Neighborhood Assessment.

There are two sets of maps to view for the proposed land use and zoning changes, Proposal 1 and Alternative 2. Note that Alternative 2 slightly expands the current boundaries of Centers and Corridors zoning along Hamilton. For your convenience, an 81/2x11 black and white version of the maps is included for easier download and printing.

Public comment and input is critical to planning the future growth of this area. Logan Neighborhood Organization and the Logan Stakeholder group encourage all residents, business, and property owners to attend the Neighborhood Open House. It will be held Thursday, September 15, 7:00 - 8:30 p.m. at Fourth Memorial Church, 2000 N Standard, in the Fireside Room. Maps of the proposed changes will be available.
