Logan Sub-area Centers Update Adopted Centers and Corridors Land Use and Zoning Changes The City Council took testimony at a public hearing held June 5, 2006 for the Logan Sub-area land use and zoning changes. With one exception, the Council adopted the changes as to the Comprehensive Plan and Official Zoning Map. Council amended the proposal to leave out proposed changes in the area south of Trent to the Spokane River. This area is commonly referred to as the "peninsula". These changes will become effective on June 14, 2006, at the same time as the new Residential Regulations. The final version of the land use and zoning proposal, along with amended maps, is available by clicking here. City Council decided to take the area south of Trent out of the proposed changes and send it back for discussion to the Plan Commission. The area is immediately adjacent to the Logan Neighborhood, within the East Central Neighborhood Council boundaries, and part of the University District Strategy Plan. The Council has directed the Plan Commission to review the alternatives expeditiously. The Plan Commission will consider several alternatives: Council proposal to designate zoning in the area as an Employment Center, the East Central Neighborhood proposal to retain General Commercial 150 zoning, and the Logan proposal for Corridor Type 1 zoning. The Plan Commission will review the information and evaluates proposals for consistency with the City of Spokane Comprehensive Plan. A Plan Commission workshop is scheduled for June 14, 2006. No public testimony is taken at this time; however, the workshop is open to the public. The balance of the Logan land use and zoning proposal was adopted. Changes included downzoning throughout the residential areas of the neighborhood from R2-D (a two-family zone, triplexes by special permit) to Residential Single Family. The North Foothills Employment Center was changed to a Type 1 Center, applying higher design standards and guidelines and limiting some uses. The designated Center along Hamilton is now a Corridor, Type 1, which changed allowed heights, applied higher design standards and guidelines, and expanded the Center zoning. The final change along North Foothills consisted of a change from R3-D (multi-family), to Office Retail 35 with residential uses allowed. Please see maps for details.
