City Council adopted the proposed land use and zoning map proposal without modification on December 3, 2007.

The timeline for the City Council to discuss, hear public testimony, and deliberate before adopting the Garland Neighborhood Center Land Use Plan Map and Zoning Map Proposal is as follows:

PLAN COMMISSION PUBLIC HEARING

Plan Commission deliberations and decision concluded on November 6, 2007.  The Plan Commission chose to amend the Planning Team's Proposal in one way.  The image on the left below is the original proposal and includes changing the SW section or 1000 Providence Block from Residential Two Family to Residential Multi Family.  The Plan Commission amendment is shown on the right, the amendment removes the proposed change to the 1000 Providence Block, leaving it as Residential Two Family.

The Plan Commission will conduct a Public Hearing on October 10, 2007 at City Hall in the Council Chambers at 808 W Spokane Falls Blvd to hear public testimony on the Garland Neighborhood Center Land Use Plan Map (215 KB) and Zoning Map (615 KB) amendment proposals.  The City of Spokane submitted a SEPA Checklist (1,959 KB) and issued a Determination of Non-Significance (1,959 KB) for the proposed changes on September 26, 2007.

OPEN HOUSE

The Garland Neighborhood will hold an Open House on Tuesday, May 8, 2007 at the Garland Church 2011 W. Garland Avenue between 5:30 and 7:30 PM.  Information will be displayed that shows the Neighborhood Planning Team's recommendation for Land Use Plan Map (215 KB) and Zoning Map (615 KB) for the Garland Business District.

BACKGROUND

The Garland Merchants Association and the North Hill Neighborhood Council have agreed to work with the City of Spokane in a very fast paced planning process for the Garland Neighborhood Center.

This process is intended to fit the right amount of zoning and land use in the Garland Neighborhood Center AND put it in the right location.  Due to the fast paced timeline for this process, Seven meetings have been scheduled to complete the neighborhood input part of the public participation process.  After a proposal is developed and presented to the neighborhoods (through an Open House, Neighborhood Council meetings, or other venues) the proposal will be presented to the Plan Commission.  The Plan Commission may make their own changes to the proposal before they send their "Recommendation" to City Council for final approval.

The Garland Planning Team meets on the 2nd and 4th Tuesday of the month at the Tinman Gallery located at 811 W. Garland Avenue.  Meetings begin at 5:30pm and end at 7:00pm.  The public is welcome and encouraged to attend these meetings.  Someone will get you up to speed if other obligations keep you from arriving at the beginning of the meeting time.
