2006 Comprehensive Plan Update

State law directs that the City of Spokane take legislative action to review and, if needed, revise its Comprehensive Plan no later than December 1, 2006 (RCW 36.70A.130 (4).  The 2006 Comprehensive Plan Update process satisfies this state requirement.

Purpose of the Comprehensive Plan Update

Spokane’s Comprehensive Plan was first adopted in May of 2001, state law requires that the City review and, if needed, revise its comprehensive plan to ensure that the plan thereafter continue, to comply with the requirements of GMA by December 01, 2006 and every seven years. This periodic review and update is also necessary to reflect changes in local needs, new data, correct errors, and/or clarify intent. The first step in this process is to establish a public participation program that identifies procedures and schedules for the review, evaluation, and possible revision process.

2006 September Open House and Public Hearing

The Planning Services Department invites all interested to attend an Open House being held on September 13, 2006 at the Chase Gallery in the lower level of City Hall at 808 W. Spokane Falls Blvd.  Attend any time between 4:30p.m. and 7:00p.m. to discuss this subject one-on-one with staff. 

 

An invitation is also extended for the Plan Commission Open House AND Public Hearing on September 27, 2006 in the Council Chambers in the lower level of City Hall.  Open House from 5:00 p.m. to 6:00 p.m. and Public Hearing beginning at 6:00p.m.

 

At this point a DRAFT of 2006 Comprehensive Plan Updates has been proposed.  The Plan Commission will work through the DRAFT using comments entered into the public record at the Public Hearing and additional comments from the commission members or city staff.  Click on the documents below to view the proposed DRAFT 2006 Comprehensive Plan Updates:

2006 Public Participation Plan

The Public Participation Plan (45 KB) describes the steps that the City of Spokane will take to involve the community in decisions regarding the 2006 Comprehensive Plan Update. The goal is to provide the public with timely information, an understanding of the update process, and opportunities to review and comment on update decisions before they are made.

Open House prior to Public Hearing before the Plan Commission on September 27, 2006.  Public comments were taken on proposed 2006 Updates and on the two annual Comprehensive Plan amendment proposals.  The comment period began on September 13 and ended on October 6, 2006.

Plan Commission deliberations took place on October 25, 2006.  With a vote of 5-1 in favor of the proposed changes, the 2006 Comp Plan and annual Comp Plan amendment proposals move forward to the City Council for consideration and approval.

Information for the Comprehensive  Plan Update will be displayed during the First Fridays for March, April, and May in City Hall in the hallway above the Chase Gallery.  First Friday allows the arts and unique businesses of Spokane to showcase their talents and wares on the First Friday of every month.  All venues are open Friday from 5-9 pm and Saturday from 10 am-6 pm unless otherwise posted.  Click on the link for First Night information.

The Comprehensive Plan

Spokane’s Comprehensive Plan sets forth goals and policies that guide the growth & development for the city over the next twenty years. The plan helps to focus, coordinate, and direct the many diverse activities of the city and its departments by providing a common goal and vision. The City of Spokane’s comprehensive plan covers a variety of areas including: land use; transportation, housing, social health, natural environment, economic development, parks and recreation, urban design and historic preservation, neighborhoods, and capital facilities and utilities.

 

Roles and Responsibilities

The Plan Commission and the City Council will be the primary source of public involvement in guiding the 2006 Update. This will include opportunities for written comments and verbal. Public Meetings, the Plan Commission’s general meetings, and workshops will provide the platform for public input, and feedback, while the public hearings will offer specific feedback and comments on proposed draft material. Focus groups may be brought together, if needed, to accommodate certain community interests in selected elements of the comprehensive plan. Staff will also pursue outreach efforts with the Neighborhood Councils, business district associations, and other community groups and interested parties.

 

Plan Commission:

The Plan Commission is the recommending body charged with overseeing the Update and Land Use Code amendments. The Planning Commission provides policy guidance for the Update and ensures that the public is involved throughout the process. The Plan Commission recommends proposed amendments to the City Council. The Plan Commission reviews recommendations to ensure the entire amendment process is internally consistent.

 

City Council:

The City Council is the final decision-maker for the 2006 Comprehensive Plan Update. The Council receives periodic briefings on the Update, reviews the Plan Commission recommendations, and adopts the proposed amendments to the Comprehensive Plan and Land Use Code.

 

Public Involvement:

Citizens of Spokane are encouraged to actively participate in the update of the Comprehensive Plan by attending meetings of the Plan Commission and the City Council to discuss issues and formulate recommendations as appropriate.  All meetings are open to the public and interested community members are welcome to attend.
